Bordeaux en primeur

I wonder why all the major sellers of en primeur sell at exactly the same prices. I can’t believe that all sellers work on the same margin. So my question is do the château set the prices that the middle men can sell at? If so surely this is price fixing/collusion and therefore illegal?
